Mickey Rooney
Let's celebrate a movie star on the big screen since 1920's

Lil Joe Yule Jr. jumped on the stage when he was less than two years old in a Theatre in Chicago while their parents were performing in a vaudeville show.
His career started in 1927 with the comic series "Mickey 'Himself' McGuire", and in 1934 he signed a long-term contract with MGM, also thanks to Selznick that noticed him in early 30's.
Andy Hardy
The famous Warner Bros and MGM cartoonist Tex Avery, the creator of Daffy Duck, Bugs Bunny, Droopy, Screwy Squirrel and Porky Pig, brought on the screen his innovative style in cartoons creation. In 1940's he worked with Fred Quimby at the MGM becoming one of the famous and talented animators ever, out of the Walt Disney' universe.
In 1941 while working at the Warner Bros he directed Hollywood Steps Out, a short Merrie Melodies starring caricatues of the Hollywood's most famous celebrities. Mickey Rooney is the last surviving star that appeared in Hollywood Steps Out.

The very short scene, starring Rooney with Judy Garland is referring to Handy Hardy, the series of movies starring Mickey Rooney, a young boy that always had problems with money and girls. For that role in Andy Hardy, Rooney won a Juvenile Academy Award in 1939.
